The brasilian paradiplomacy and the COVID-19 pandemic
Abstract: The international relations has been strongly affected by the massive process of globalization that has demanded proactivity from the non-central governments of the Federations. In Brazil the constitucional space of competences for each member of the Federative Republic of Brazil alows them act on the national and international space with the central government or alone to pursuit the efficiency of the public management in their territories and in that situation the international cooperation in the many fields of knowledge expand the alternativies for enabling of public policies. The pandemic of coronavirus disease 2019 (COVID-19), in special, has created demands that require effective solutions and the subnational governments has found on the paradiplomacy field the necessary tools to management this sanitary crises without precedents in the last decades.
